Why is a stop or a level locked?
There are two kinds of lock.
A lock that offers to unlock the road means the stop needs the family plan or a book code. Everything beyond Numbers does.
Other locks open as you learn: the next level opens when you finish this level's words and this level of the section's game, and the next section opens when the one before it is finished, game included. The stop itself says what is left.
